CBS² assisted the City of St. Croix Falls with their Kentucky and River Street area.

The City was experiencing three main issues they wanted addressed during the redesign.  

1. The intersection of Kentucky and River Streets had been designed to prevent cars from sliding into homes but made turning movements extremely difficult.
2. Drainage issues due to the steep hill, flat grades, and bedrock.
3. The City wanted a trail designed to connect 2 parks.

Additionally, during construction lead jointed water main was discovered on Kentucky Street, the city wanted to improve the area used to host their annual Wannigan Days as well as add seating near the downtown business area.  

Prior to the project, this beautiful riverfront area was not utilized to its full potential. After extensive coordination and creative approaches to common problems, the City received a safer street and intersection, improved drainage that utilized an existing product in a new way to save money, and an accessible trail for all community members to enjoy.

Issues

1. The intersection of Kentucky and River Streets had been designed to prevent cars from sliding into homes but made turning movements extremely difficult.

To address the first issue, CBS² presented the City two options. The first utilized City owned land to create a new right turn lane to travel north onto River Street, but the steep terrain on the hill made this extremely difficult. The second option was to approach a landowner and purchase property to realign the road. This was the selected option which allowed the road to shift south and create a T-intersection that does not line up with any homes.

2. Drainage issues due to the steep hill, flat grades, and bedrock.

The second issue was addressed by changing road grades on River Street and adding new storm structures, pipes, and treatment areas. The design utilized a product from ADS called Duraslot Slotted Drain Pipe. CBS² engineers coordinated with ADS engineers to utilize this technology for gutter line application rather than it’s original use in driveways by garages or loading docks. By using this product, it reduced the number of stormwater inlets needed. This area previously did not have stormwater controls, therefore a filtration basin and infiltration basin were installed to treat stormwater prior to discharge to the St. Croix River.

3. The City wanted a trail designed to connect 2 parks.

Finally, an ADA compliant lighted trail was designed to connect the two trails within the City, the Interstate Park trail system and the City trail. In order to build this on a steep, rocky hill, a system of 5 landscape walls were designed and installed. The walls follow the natural curve of the hill, showcasing the natural beauty of the area into a visually appealing, functional design. system. A second benefit of the wall system was the addition of a new parking area, providing more spots for downtown businesses and trail users.

Lead Jointed Water Main

Once Lead water mains were discovered on Kentucky Street, a Change Order was immediately issued, and the 2 blocks of lead jointed pipe was removed. While the City had not experienced issues with lead in their drinking water, this will reduce the chance of potential issues in the future.

Business District Seating

An overlook deck was also built on North Washington Street, the City’s downtown business area. This deck serves as an area for people to enjoy meals or connect with friends at the picnic tables.

The City of St. Croix Falls was faced with multiple challenges in the Kentucky and River Street area, including difficult turning movements, drainage issues, and the need fora trail to connect two parks. CBS² was brought in to address these issues and create a functional and visually appealing solution.
