Duties & Responsibilities

CBS² is seeking an energetic, highly motivated, detail-oriented, self-starter to joinour team as a Municipal Design Leader. This is a full-time role based out of our Chippewa Fallsoffice. We can also consider candidates based in Middleton or Waukesha.
The Municipal Project Manager will support and manage civil and municipal engineering projects for Wisconsin communities. This role will blend hands-on technical design oversight with project management responsibilities, including client coordination, budgeting, scheduling, permitting, plan review, and team collaboration. The Municipal Project Manager will support projects from planning and design through bidding and construction-related coordination while working closely with engineers, design technicians, GIS staff, clients, municipalities, agencies, and contractors. This is a great opportunity for an experienced municipal engineer who is either currently managing projects or ready to grow into project management while supporting CBS²’s commitment to quality, collaboration, and community-focused solutions.
  • Manage or support the management of municipal and civil engineering projects, including scope, schedule, budget, deliverables, and client expectations.
  • Lead or assist with project planning, design coordination, permitting, bidding, and construction-phase support.
  • Provide technical oversight for municipal infrastructure projects, including streets, utilities, stormwater, sanitary sewer, water main, drainage, grading, and related civil improvements.
  • Coordinate with project managers, engineers, design technicians, GIS staff, clients, municipalities, regulatory agencies, and contractors.
  • Review plans, specifications, reports, cost estimates, calculations, exhibits, and construction documents for accuracy and completeness.
  • Utilize or review AutoCAD Civil 3D design work to support efficient and accurate project delivery.
  • Support stormwater, drainage, utility, and regulatory compliance efforts for assigned projects.
  • Assist with client communication, project meetings, councilor committee meetings, and ongoing municipal relationship management.
  • Track project budgets, schedules, progress, and deliverables while communicating updates to internal and external stakeholders.
  • Support proposal development, marketing efforts, and client relationship building as needed.
  • Participate in site visits, field reviews, construction coordination, and occasional travel to client or project locations.
  • Support business development efforts for Municipal Engineering opportunities, including client relationship building, networking, and pursuit support.
  • Assist with proposal development, including technical approach, scope development, project understanding, staffing input, fee support, and coordination with internal proposal/marketing staff.
  • Participate in project interviews, client meetings, agency coordination, and professional networking opportunities to support future work.
  • Identify potential project opportunities, client needs, and strategic relationships that align with CBS²’s transportation services.
  • Collaborate with leadership and marketing/proposal teams to develop qualifications, resumes, project descriptions, and pursuit materials for transportation opportunities.
  • Represent CBS² in a professional manner at client meetings, industry events, conferences, and community or agency-related networking opportunities.
  • Perform other duties as assigned.

Qualifications

Required Qualifications:
  • Bachelor’s degree in Civil Engineering, Environmental Engineering, or a related field.
  • 6+ years of civil, municipal, utility, stormwater, or related infrastructure design experience.
  • Professional Engineer license.
  • Experience supporting or leading municipal engineering projects through design and project delivery.
  • Proficiency with AutoCAD Civil 3D or strong ability to review Civil 3D-based design work.
  • Working knowledge of Microsoft Office Suite.
  • Understanding of municipal infrastructure design, permitting, construction documents, and regulatory coordination.
  • Ability to coordinate with clients, municipalities, internal project teams, agencies, and contractors.
  • Strong communication, organization, problem-solving, prioritization, and attention to detail.
  • Interest and ability to grow into project management responsibilities, including budgets, schedules, client coordination, and team leadership.
  • Comfortable attending occasional board and council meetings in off hours.
  • Ability to travel periodically for client meetings, site visits, field reviews, or project needs.
Desired Skills & Experience:
  • Prior project management experience, including budget tracking, scheduling, scope development, and client communication.
  • Experience working directly with municipal clients, public works departments, village/city staff, or local agencies.
  • Familiarity with Wisconsin municipal project delivery, permitting, and funding processes.
  • Experience with stormwater management, MS4 compliance, SWPPP, utility design, or construction stormwater permitting.
  • Familiarity with WinSLAMM, HydroCAD, GIS tools, or other modeling/design software.
  • Experience mentoring engineers, design technicians, or junior project team members.
  • Experience supporting marketing, proposal development, client maintenance, or business development efforts.
